NBI probes BI agents accused of kidnapping, extortion

The National Bureau of Investigation (NBI) asked the Bureau of Immigration to turn over documents on the kidnapping, extortion and robbery case involving BI operatives who raided a Makati condominium during the holidays.

In a letter to Bureau of Immigration Commissioner Siegfred B. Mison, a copy of which was provided to the media over the weekend, the NBI requested the following documents:

The mission order was issued to immigration officers Steve A. Parcon, Ma. Irene Arsenia Bello, Faizal T. Macabuat, Eulalio D. Padua and Emir Anton A. Borlongan.

Their subject was a certain Wang Dafeng, 37, but it was unserved. It was instead used to arrest two Chinese women, Huang Lei, and Danni Lin. Lin has a working visa while Lei was subsequently found to have an expired 59-day visa and was ordered deported.

Based on a memorandum for Mison through Technical Assistant for Intelligence Kenneth Paul Paglinawan, an informant tipped off the authorities on the presence of illegal Chinese nationals in the area.

After a meeting at Domino’s Pizza Restaurant at the corner of Chino Roces and Herrera Street, Makati City, operatives coordinated with the Makati police and they proceeded to The Beacon Residences.

From there, they met the administrative manager, a certain Engr. Atienza, who informed them that unit UP107 is occupied by a Filipino living alone but upon inspection, it was a Chinese national who opened the unit.

However, no Wang Dafeng was present. However, 10 laptops were found inside the unit and the operatives arrested the two Chinese nationals. They were subsequently brought to the BI Detention Center in Bicutan.

Immigration officials said that the Chinese nationals may be engaged in an online gaming activity but admitted that it is still subject for verification because items in the unit such as the laptops and some other documents are in Chinese characters.

But the recommendation made by BI legal division’s Special Prosecutor Jing Balina, which was approved by Acting Chief of the Legal Division Cris M. Villalobos, ruled that there is no proof that Lin is engaged in illegal online gambling activity and pointed out that she holds a valid work visa. Lin has been ordered released from BI custody.
