MANILA, Philippines – The Philippine National Police has released the new rates for fees and charges in firearms and ammunition regulation mandated by a new gun control law.
Interior Secretary Manuel Roxas II approved the rates “to defray the expenses related to the effective implementation” of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act.
In a statement, PNP spokesperson Senior Supt. Wilben Mayor announced that the new charges would be enforced nationwide by the Firearms and Explosives Office that oversees gun control.
A license to possess and own a firearm (LTOPF) is valid for two years. It can range from P1,000 to P10,000. The card fee will be at P200.
An LTOPF holder will pay the following fees if applying for:
– sports shooter’s license, P1,000
– antique firearm collector’s license, P2,000
– gun collector’s license, P5,000
– permit to transport, P200
– permit to carry firearms outside of residence, P8,000
Other charges:
-Gun safety seminar fee, P500
– validation of gun safety seminar fee issued by recognized and authorized gun club, P100
– carrying additional ammunition for licensed shorts shooter, P1,500
Manufacturers, dealers
A license to manufacture will be valid for five years and can range from P60,000 to P80,000, depending on the product to be manufactured such as firearms, ammunition, accessories, air guns, bullet proof vests, sporting riflescope, reload ammunition, etc.
Manufacturers engaged in the production of firearms, ammunition and accessories for sale to the PNP, authorized law enforcement agencies or foreign counterparts would be also required to apply for a license to manufacture.
On the other hand, dealers must apply for a license to deal, which will be valid for five years and the fees ranging from P9,000 to P30,000 depending on the product being sold.
More fees
The PNP also released its new rates for ballistic test fees for firearms, which range from P350 to P1,400, depending on the type and caliber of the firearm to be examined.
Registration of firearms is valid for four years. It will cost P1,600 for small arms and P4,000 for light weapons, to be paid by the LTOPF holder or licensed juridical entity.
A licensed antique firearm collector must register unserviceable antique firearms with a one-time registration fee of P4,000. Serviceable antique firearms must be registered every four years, with small arms costing P1,600 and light weapons, P4,000.
Meanwhile, permit fees to import firearms, ammunition, spare parts, accessories, etc. for commercial purposes will depend based on how many items will be imported into the country.
