October was declared National Children’s Month in Presidential Proclamation No. 267 signed by President Fidel Ramos in September 1993. The Council for the Welfare of Children spearheads the nationwide celebration of Children’s Month in collaboration with other national government agencies and nongovernment organizations, by virtue of Presidential Decree No. 603, or the Child and Youth Welfare Code.–Marielle Medina, Inquirer Research
