MANILA, Philippines – An official of a construction firm denied participating in the bidding of the controversial Makati City Hall II parking building or in any project in the city.

Alejandro Tengco, chief operating officer of J. Bros Construction Corporation, said the company neither participated in any bidding nor bought into a project because it lacked the financial capability to do so, especially on one like the parking building.

Told by Senate Majority Leader Alan Cayetano that the firm was also listed as one of the bidders for the Makati Science High School building, Tengco said: “Ngayon ko din lang po narinig na kasama kami sa bidding ng Makati Science High School…”

Tengco reiterated that they did not participate in any bidding in the city.

Engineer Mario Hechanova, former head of the city’s General Services Department, claimed that bidding for the parking building was rigged and that the names of the losing bidders were only provided by Hilmarc’s Construction Corp. that bagged the contract.
