‘White House’ deed of donation only signed Sept. 3

MANILA, Philippines – A deed of donation to renovate the so-called “White House” or the official residence of Police Chief Director General Alan Purisima was only signed this September, documents showed.

A copy of the “absolute deed of donation” furnished to reporters on Wednesday showed that three representatives signed as donors in favor of the Philippine National Police represented by Purisima.

The three were Carlos Gonzales of ULTICON Builders, Atty. Alexander Lopez of Pacific Concrete Corporation, and Christopher Pastrana of CAPP Industries. Purisima, on the other hand, was listed as donee.

The “deed of donation” was signed September 3, 2014 though the “White House” has been the subject of criticisms as early as June this year.

The document showed that ULTICON Builders has an office in Davao City, while Pacific Concrete Builders and CAPP Industries have their offices at West Avenue in Quezon City, and in Ayala Alabang, respectively.

“The building will be given by the donors to the donee as the exclusive official residence of the Chief PNP…” it said.

“The donee hereby accepts this absolute donation of the above-described property and express its gratitude for the generosity and kindness of the donors,” it further said.

It can be noted that under its “warranties and representations, the donors said “they have no business interests in the PNP, and do not intend or expect to have business relationship with the PNP, but are making the donation for the sole purpose of supporting the PNP.”

The deed of donation was notarized by Atty. Ramy Tagnong.

On September 12, 2014, the supervising auditor at the Camp Crame, Preciosa Miranda, wrote Purisima to call his attention that the “renovation/repair” of the official residence of the chief PNP, was “not recorded in the book of accounts.”

“In this regard, may we request for the full accounting of the renovation made, the source of fund used, and its justification why the said repair/renovation was not booked-up. All pertinent documents relative thereto is likewise requested to be submitted,” Miranda wrote.

Responding to Miranda’s letter, Police Deputy Director General Rolando Purugganan wrote that the PNP has “properly recognized the receipt of donation through a debit to ‘other resources structures’ account, based on the Journal Voucher No. 2014-09-3207 dated September 16, 2014.”

The total “construction cost estimate” of the project was placed at P11, 462,745.39, contrary to the reported P20 million to P25 million.
