MANILA, Philippines—The entire stretch of Espana in Manila is “impassable” due to heavy flooding, Vice Mayor Francisco “Isko Moreno” Domagoso said.
Moreno, in a twitter advisory, said Espana was “no longer passable” after hours of continuous rain.

“The entire stretch of España is no longer passable,” he said.

On Friday, heavy rains due to tropical storm “Mario”  triggered floods in most parts of Metro Manila.
