MANILA, Philippines—Senator Francis Escudero on Wednesday questioned Executive Secretary Paquito Ochoa Jr. exactly how President Benigno Aquino III intends to get the sentiment of his “bosses” (the people) on the issue of getting a second term.
“How do we find out what his bosses want?” Escudero asked Ochoa during the hearing on the budget of the Office of the President.
“[Without resorting to] a referendum, it’s a difficult proposition, that’s difficult to answer as well,” he said.

Ochoa was not able to give an answer during the hearing, but in an ambush interview with reporters he said that they have not yet discussed how it will be done.
“We have not discussed that in that detail yet, but I’m sure the President has something in his mind that he can clarify when he comes back,” Ochoa said.
Earlier in the hearing, he reiterated that he understood the President’s position was clear that he will “listen to his bosses.”
“We don’t see any consistency on any of his statement,” Ochoa said.
Escudero asked Ochoa about the official position of the President citing conflicting statements he has given at different events.
“What exactly is the position of the Palace on this?” Escudero asked.
Ochoa answered that “from what I understand, the President will listen to his bosses.”
Will there be Charter change if the “bosses” are in favor, Escudero asked.
“If that’s what it will take to do it then that will be the route taken,” Ochoa said.
