Jori Lois, weather forecaster of the Philippine Atmospheric Geophysical Astronomical and Services Administration (Pagasa), said Signal No. 1 was raised in Isabela, Cagayan, Quirino, Aurora and Catanduanes.
Lois said Luis was expected to make landfall over Isabela on Sunday evening or early Monday.
In its latest bulletin, Pagasa said Luis was last spotted 456 kilometers east of Virac, Catanduanes with maximum winds of 95 kilometers per hour and gustiness of up to 120 kilometers per hour.
It was forecast to move west northwest at 17 kilometers per hour.
Pagasa said Catanduanes would experience rain with gusty winds, while Calabarzon, Mimaropa, the Bicol Region and the Visayas would be cloudy with light to moderate rain showers and thunderstorms.
Metro Manila and the rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
