Bulacan court resets Palparan pretrial to Sept. 15

MANILA, Philippines–A Bulacan court announced Monday that the pretrial proceedings of Retired Army Major General Jovito Palparan Jr. will be moved to September 15 to give way to the week-long celebration of Singkaban Festival in Bulacan province.

Malolos regional trial court Branch 14 judge Teodora Gonzales said that the pretrial will be on Sept.15, 9 a.m.

The court was supposed to release its decision on the motion filed by Palparan’s camp last Sept. 1 asking their client to be transferred to the custody of the Intelligence and Security Group at the Army Custodial Center in Fort Bonifacio.

In their motion, the lawyers of Palparan, Narzal Mallares and Diosab Formilleza, maintained that their client’s life is in danger in the provincial jail.

They also stated that by the virtue of Presidential Decree No. 1638, which stipulates the retirement system of military personnel, Palparan is an army reserve officer and must be placed in an army facility.

Palparan has been detained in the Bulacan Provincial Jail since Aug. 18.

Palparan was arrested Aug. 12 by virtue of an arrest warrant issued by the Malolos regional trial court for kidnapping and serious illegal detention of University of the Philippines Diliman students Sherlyn Cadapan and Karen Empeño in 2006.
