Sandy De Guzman could be arrested if he tries to leave PH, says De Lima

MANILA, Philippines—Justice Secretary Leila De Lima on Wednesday warned that if businessman Domingo “Sandy” De Guzman III, one of the suspects in the death of racing car champion Enzo Pastor will attempt to leave the country, he can be arrested for obstruction of justice.

“He is part of the lookout bulletin order (LBO)…If he attempts to leave, he can be arrested under the theory that he is attempting to obstruct justice because there is an ongoing preliminary investigation. If he leaves, the reason is very obvious unless he can justify his trip,” De Lima told reporters.

De Guzman was allowed to post bail by the Muntinlupa City Regional Trial Court.

De Guzman, Pastor’s widow Dalia and PO2 Edgar Angel, the self-confessed gunman in the killing of Pastor are the subject of a look-out-bulletin order (LBO) issued last week by De Lima.

The purpose of an LBO is to monitor an individual unlike a hold departure order (HDO), which can prevent or restrict one from leaving the country.

On Tuesday, De Guzman was allowed by the Muntinlupa RTC to post bail for the illegal possession of firearms charges filed by the police after he was arrested on August 27 while in the act of handing over to Angel the amount of P50, 000 allegedly as “bonus” for the Pastor murder.
