Councilor Allan Abad of Ubay town, about 115 kilometers from the capital city of Tagbilaran City, suffered six gunshot wounds in the head and in the back.
Chief Inspector Petronilo Gracia, Ubay town police chief, told the Philippine Daily Inquirer in a phone interview that Abad had just left his farm in Barangay (village) Achilan and was heading home in Barangay Poblacion about 4:45 p.m. when, upon reaching the national highway, one of the two men on board a red Honda Wave motorcycle repeatedly shot him.
He said some witnesses told the police that the perpetrators were wearing bull caps and sunglasses.
Gracia said police investigators were looking into two motives into the killing. One was land dispute and the other, personal grudge.
Recovered from the crime scene were seven empty shells of a caliber .45 gun.
Abad was serving his second term as councilor. He previously served three terms as town councilor in 1998 to 2007. He ran for councilor in 2010 and won.
