MANILA, Philippines — Four weather systems are affecting the Philippines and are expected to cause rain in many parts of the country on Thursday, Nov. 28, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said.
In a morning weathercast, Pagasa weather specialist Rhea Torres said the shear line will influence atmospheric conditions in Northern and Southern Luzon areas.
Torres explained that a shear line occurs when the cold northeast monsoon converges with warm winds from the Pacific Ocean.
“Nakikita po natin na possible na magiging maulap po ‘yung papawirin na may kasamang mga kalat-kalat mga pag-ulan sa may bahagi po ng Northern Luzon, and later this day ay maaaring magdulot din ito ng mga pag-ulan especially po sa eastern sections ng Central at Southern Luzon area. So bababa po ‘yung axis ng shear line sa mga susunod na oras,” she noted.
(We can see that it is possible for the skies over Northern Luzon to be cloudy with scattered rain showers, and later today, this could also bring rainfall, particularly over the eastern sections of Central and Southern Luzon. The axis of the shear line is expected to shift downward in the coming hours.)
Torres also said that the shear line will affect Cagayan Valley, the Cordillera Administrative Region, Aurora, and Quezon.

The northeast monsoon, meanwhile, will influence atmospheric conditions in Metro Manila, as well as the rest of Northern, Central, and Southern Luzon on Thursday.
“Sa Metro Manila at nalalabing bahagi po ng Northern, Central, at Southern Luzon area, may mga pag-ambon pa rin po tayo. Pulu-pulong mga pag-ambon na mararanasan dulot ng epekto ng hanging amihan,” Torres stated.
(In the remaining parts of Northern, Central, and Southern Luzon, there will still be light showers. These are isolated rain showers caused by the effects of the northeast monsoon.)
For some parts of the Visayas and many areas in Mindanao, there are high chances of rain on Thursday due to the intertropical convergence zone (ITCZ), according to Pagasa.
“Dahil po sa epekto nitong intertropical convergence zone, mataas po ‘yung posibilidad ng mga pag-ulan sa malaking bahagi ng Mindanao area. At kung nakikita po natin itong mga kumpol ng kaulapan ay posible din po itong magdulot ng mga pag-ulan sa areas din po ng Visayas ngayong araw,” Torres said.
(Due to the effect of the intertropical convergence zone, there is a high possibility of rainfall in large parts of the Mindanao area. We also see cloud clusters that may bring rain to areas in the Visayas today.)

The Pagasa weather expert said the ITCZ specifically affects Basilan, Sulu, Tawi-Tawi, Caraga, and the Davao Region in Mindanao; and Bohol, Siquijor, and Eastern Visayas in the Visayas.
Torres likewise explained that localized thunderstorms may result in partly cloudy to cloudy skies, with isolated rainshowers or thunderstorms in the rest of the country.
On the country’s seaboards, the state weather agencyissued a gale warning over the northern, eastern, andwestern coasts of Northern Luzon due to the effects of the northeast monsoon.
“Delikado pong pumalaot, lalong-lalo po sa dagat-baybayin ng Northern Luzon dahil inaasahan po natin ‘yung maalon hanggang sa napakaalong karagatan, dulot ng epekto nitong northeast monsoon, particularly sa dagat-baybayin po ng Batanes, pati rin sa Cagayan kasama ang Babuyan Islands, at so may dagat-baybayin ng Ilocos Norte at Ilocos Sur,” Torres concluded.
(It is dangerous to set sail, especially along the coastal waters of Northern Luzon, because we expect rough to very rough seas due to the effect of the northeast monsoon, particularly in the waters of Batanes, as well as Cagayan including the Babuyan Islands, and the coastal waters of Ilocos Norte and Ilocos Sur.)
