2 tipsters become instant millionaires for Delfin Lee, NPA leader arrests

MANILA, Philippines–‎For giving tips on the whereabouts of then fugitives businessman Delfin Lee and New People’s Army (NPA) leader Grayson Naogsan, two persons have become instant millionaires on Monday morning.

Director General Alan Purisima, Philippine National Police (PNP) chief, handed a total of P5.2 million cash to two informants in a simple turnover ceremony in his office at Camp Crame.

‎To protect their identities, the two men wearing black face masks received personally from Purisima stacks of money sponsored by the PNP Confidential Intelligence Fund.

‎Police Director Charles Calima Jr., of the PNP Directorate for Intelligence, said in a statement that Lee’s informant got P2 million while Naogsan’s got P3.2 million.

“Our two instant millionaires deserve every single centavo of the money they received for their courage to provide information that led to the arrest of Delfin Lee and Grayson Naogsan,” Purisima said in the statement. ‎

“May this inspire others who know where other wanted persons are hiding to do the same. Report to us through Twitter, text, email, or other means the location of these fugitives so that we can arrest them. It pays to help in making our communities safe,” the PNP Chief added.

Intelligence police and military caught Naogsan in Baguio City for his alleged involvement in the death of 23 soldiers and Citizens Armed Forces Geographical Unit (Cafgu) members, and a barangay councilor from 2003 to 2012.

Lee, one of the Big Five fugitives in the country, was nabbed last March 6 by PNP’s Task Force Tugis led by Senior Superintendent Conrad Capa‎ at the lobby of the Hyatt Hotel in Ermita, Manila.

The detained businessman and owner of Globe Asiatique Realty Holdings Corp. was accused of masterminding a scam fraudulently using almost P7 billion in housing loans issued by the Home Development Mutual Fund (Pag-ibig) in 2008.

Also part of the Big five list was retired Major General Jovito Palparan, who was arrested in an old house in Sta. Mesa, Manila on August 12.

With Lee and Palparan’s arrest, the PNP is left with three more high-profile fugitives on its Big Five list: ‎Former Palawan governor Mario Joel Reyes, Coron mayor Mario Reyes, and Dinagat congressman Ruben Ecleo Jr.

Reward for Palparan’s informant  

Meanwhile, Palparan’s informant will have to wait for his cash reward while the PNP Reward Valuation Committee ‎deliberates on the application for reward money from the police unit responsible for the arrest.

“We have strict procedures to follow so that the reward money will be released to the rightful claimant,” he said.

President Benigno Aquino III raised Palparan’s bounty from P1 million to P2 million in 2012.

Palparan is accused of kidnapping and serious illegal detention in connection with the 2006 disappearance of University of the Philippines (UP) students Sherlyn Cadapan and Karen Empeño in Hagonoy town, Bulacan province.
