CHR: More cases will be filed vs Palparan

MANILA, Philippines–Commission on Human Rights (CHR) Chairperson Loretta Ann Rosales on Wednesday assured the public that more cases will be filed against retired Army Major General Jovito Palparan Jr. who was arrested Tuesday in Sta. Mesa, Manila.

“Wherever he [Palparan] would go, like in Mindoro, Palawan, Nueva Ecija, he would leave a trail of blood. That’s why nobody would dare file a case against him. Now, the arrest of Palparan will urge his victims to file cases against him with the help of the CHR,” Rosales said in an interview over Radyo Inquirer 990 AM.

Rosales said that the CHR will also file cases against the supporters of Palparan.

She also praised the coordinated efforts of the Philippine Navy, Armed Forces of the Philippines, National Bureau of Investigation and the Philippine National Police for the arrest of Palparan.

Rosales also said that the capture of Palparan is a reflection of the reform efforts of the state’s security efforts and a push for the human rights agenda of the Aquino administration.

“I think we should recognize and give credit to reforms being undertaken. Because in the past, they [armed forces] get away with murder, literally. For as long he [Palparan] was at large, impunity remained,” said Rosales.

Rosales also urged the public to make human rights a way of life and seek to end impunity.

Palparan was arrested by virtue of an arrest warrant filed by Malolos regional trial court on the charges of serious illegal detention and kidnapping of two UP students Karen Empeño and Sherlyn Cadapan.
