MANILA, Philippines—There is a ground to impeach President Benigno Aquino III, lawyer Vicente Joyas, President of the Integrated Bar of the Philippines told reporters Wednesday.

IBP is a mandatory organization of lawyers established under Republic Act 6397.

During the public forum on the Disbursement Acceleration Program (DAP) held Wednesday at the IBP Building in Ortigas, Joyas was asked in a chance interview if there is a valid ground for the impeachment of Aquino.

“Yes, for culpable violation of the Constitution and betrayal of public trust because of DAP and of course the PDAF (Priority Development Assistance Fund),” Joyas said.

Both DAP and PDAF were declared unconstitutional by the Supreme Court in two separate rulings.

However, he said the IBP is not contemplating filing of an impeachment complaint against the President.

“No we are not contemplating the filing of any impeachment complaint against the President,” he said but added that the IBP will support those who filed the complaint “if we feel that there is a need for the IBP’s support.”
