PNP denies Purisima’s involvement in questionable deal with courier firm

MANILA, Philippines—Philippine National Police (PNP) chief Director General Alan Purisima has nothing to do with the P100-million shady deal with a private courier service company.

This was the stand of the PNP as ‎its incumbent chief was slapped with plunder complaint after allegedly dipping his fingers into the anomalous deal with Werfast Documentation Agency, Inc. in 2011.

Glenn Gerard Ricafranca of Legazpi City filed a complaint-affidavit before the Office of the Ombudsman accusing Purisima and Chief Superintendent Napoleon Estilles, then Firearms and Explosives (FEO) head of committing plunder.

“Hindi pa po naman PNP chief noon si PDG Purisima at wala siyang direct or indirect involvement sa memorandum of agreement na ‘yon,” Chief Superintendent Reuben Theodore Sindac, PNP Public Information Chief, said in a text message Wednesday.

(PDG Purisima was not the PNP chief at that time. He has neither direct nor indirect involvement in that MOA.)

Nicanor Bartolome was the PNP chief in 2011. ‎Purisima was appointed as PNP chief only in December 2012.

Werfast signed the MOA with FEO on May 25, 2011 to deliver license of gun owners.

But documents showed that Werfast was only incorporated in the Securities and Exchange Commission (SEC) on Aug. 10, 2011.

‎Werfast charged P190 per license delivery while LBC only charge P90 per package.

“How could he commit plunder? Not a single coin was released by the PNP to that delivery service,” Sindac said in Filipino.

“Walang PNP funds na nagalaw dyan. Ang gun owner nagbabayad ng delivery‎,” he added.

Purisima had been linked to the contract when both a PNP official and Ricafranca said that one of the agency’s incorporators, Mario Juan, is a close friend of the PNP chief.

The representative of PNP in the MOA was Enrique Valerio, a classmate and is a “best friend” of Purisima.

Also, Ireneo Ba‎colod, who was reportedly the owner of Werfast, used to head the PNP Civil Security Group, the unit which has administrative supervision over the FEO.

Bacolod used to be the former boss of Purisima.
