MANILA, Philippines—Luzon and the Visayas will havepartly cloudy to cloudy skies with isolated light rains on Wednesday, due to the northeast monsoon, or “hanging amihan,” which is also the cause of the prevailing cold weather, the state weather bureau said.

Mindanao, meanwhile, will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said.

A low pressure area is forecast to enter the Philippine area of responsibility by Thursday. It is forecast to bring rains over parts of Mindanao.

The LPA is not seen to become a cyclone based on forecast models but should it intensify, it will be locally named Basyang, Pagasa said.

The coastal waters throughout the archipelago will be moderate to rough, it added.
