4 NBI employees, 7 clearance ‘fixers’ arrested

MANILA, Philippines — The National Bureau of Investigation (NBI) has arrested four employees for conspiring with “fixers” who offered to fast-track the release of clearance certificates for fees ranging from P800 to P2,000.

The four personnel under the NBI Information and Communication Technology Division underwent inquest proceedings at the Department of Justice on Tuesday on charges of direct bribery under Article 210 of the Revised Penal Code.

Also arrested were seven “fixers” outside the NBI Clearance Center in Ermita, Manila. They will also be charged for violating Section 21 of the Ease of Doing Business and Efficient Government Service Delivery Act.

NBI Director Jaime Santiago said in a statement that they earlier received information that an NBI employee had been colluding with fixers to issue clearance certificates.

After verifying the information, operatives of the NBI’s Cybercrime Division and Special Task Force conducted an entrapment operation on Jan. 6 at the NBI Clearance Center, where they arrested the 11 suspects.
