MANILA, Philippines – Only 3.4-percent of the total number of examinees passed the Philippine National Police Academy (PNPA) Cadet Admission Test as its recruitment and selection standards were increased starting this year, a PNPA official said Wednesday.
Police Chief Superintendent Noel Gicano Constantino, PNPA director, said that out of the total 10,966 qualified applicants who took the three-hour examinations last November 10, only 377 (283 males and 94 females) made it on the list of passers.
The PNPA has elevated its standards, adopting a competency-based predetermined passing score of 60 percent, and with no score below 50 percent in each part of the 200-items long examinations covering English and Communications, Mathematics and Science, Abstract and Logical Reasoning and General Information and Current Events.
Constantino said the changes were made “in a quest for genuine reforms and transformation . . . to improve the quality of graduates.”
The 377 passers will be joined by 144 others who were granted the privilege to be exempted from taking the cadet admission test for being high school valedictorians and salutatorians, or college cum laude graduates.
Passing the exam, Constantino said, is only the first stage in the PNPA cadet admission system as the qualifiers will still need to undergo series of tests including a psychological and psychiatric examination, physical/medical/dental exams, drug test, physical fitness test, background investigation and a panel interview.
The testing is sequential, meaning an applicant who fails in an earlier stage will not be allowed to proceed to the next stage, the PNPA director noted.
The congratulatory notices will be sent to the successful CAT examinees as well as notices to the qualified honor student graduates within this week. They are advised to report to the PNP Training Service located in Camp Crame, Quezon City not later than 8 a.m. of January 13, 2013 (Monday) and bring with them the said notice and other requirements as indicated in the notice.

Those who will hurdle all stages of admission will be appointed as PNPA cadets not later than May 1, 2014 as a member of batch 2018.
“PNPA cadets are more than full government scholars as in addition to free tuition, board and lodging and initial clothing allowance, they also receive a monthly pay and allowances amounting to P29,525,” he said.
PNPA cadets who successfully completed the 4-year training are conferred a Bachelor of Science Degree in Public Safety (BSPS) and are commissioned as Inspectors in the Philippine National Police, Bureau of Jail Management and Penology and the Bureau of Fire Protection.
