Jouie Arrabes, 50, who was standing outside told Cebu Daily News she saw the structure collapse.

“Sus Ginoo ko, dali ra jud kaayo. Pagkakita nako ni syagit ko kay kahibalo ko nga naay mga taw labi na mga bata sa sulod nga natumbahan,” she said.

(It happened so fast. I shouted when I saw it give way because I knew there were people inside including children.)

The children’s parents are in China for a business trip. They informed their HR officer Melvin dela Torre that they were coming home immediately.
