MANILA, Philippines—Storm signals were raised in parts of extreme Northern Luzon as “Odette” (Usagi) intensified into a tropical storm Tuesday, the state weather bureau said.

The Philippine Atmospheric Geophysical and Astronomical Services Administration said the following areas were under Signal No. 1 (45-60 kph winds):

The storm was last observed 820 kilometers east of Tuguegarao City, packing maximum sustained winds of 65 kilometers per hour near the center and gusts of up to 80 kilometers per hour.
It continued to move west at 7kph.

Odette will enhance  the southwest monsoon that will bring light to moderate rains and thunderstorms over the western sections of Southern Luzon and Visayas, Pagasa said.
