Giving and accepting of food from candidates on the day of the elections is illegal.
Cebu provincial election supervisor Lionel Marco Castillano yesterday reminded the voting public and candidates of the elections rules that will apply in the upcoming barangay and Sangguniang Kabataan election in October.
Castillano said that the Commission on Elections would closely monitor the SK race since there were a lot of reports in past elections involving SK members being kept inside a house with all provision on the eve of election day.
“We must remember that these voters are still minors and the practice is present. We receive reports every barangay elections, I just hope it won’t get worse this year,” he said.
Castillano said the young voters’ parents must take charge of filing complaints to Comelec because their kids are still under their parental authority.
Under the law, voters caught in vote buying can be charged with an election offense for violation of Article XXll Section 261 of the Batasang Pambansa 881 or the Omnibus Election Code.
Castillano said the filingof the certificates of candidacy for the October elections would be from Oct. 15 to 17.

Stop building coal-powered plants
The Cebu City Council is calling for a moratorium on the building of new coal-fired power plants in Cebu.
The Council in an approved resolution during last Wednesday’s session also called on power producers to shift to alternative sources of energy.
Since Cebu is the Queen City of the South, it “ought to be the standard of other cities in the Philippines in striking balance between modern technology and clean and renewable energy,” said the resolution sponsored by Councilors Nida Cabrera, Augustus Pe Jr., and Alvin Dizon.
Cebu now has four coal-fire power plants located in the cities of Naga and Toledo. One more coal-fire plant is now in the pipeline while four others are being proposed.
If these are all implement, Cebu will already become the coal plant capital in the Philippines, said the approved resolution./Correspondent Edison A. delos Angeles
