Wanted felon falls for violating city ordinance

Violating a city ordinance prohibiting men from going out half naked  on the streets led to the arrest of Manila’s 9th most wanted felon who is charged with sexual offenses.

Operatives of the Manila Police District Special Project Unit (MPD-DSPU) nabbed Rolando Masangkay, of San Antonio Street in Tondo, who is wanted for three  counts of rape and acts of lasciviousness.

Senior Insp. Renato Solis, head of the DSPU administrative and operations branch, said Masangkay was initially accosted on Aug. 11 for violating Sec.  819 of the revised city ordinance which bans men without shirts from  the streets.

When he was brought to the MPD-DSPU, verification of his records revealed that he had an arrest warrant issued by Manila Regional Trial Court Branch 36 Judge Emma Young for three counts of sexual abuse.

The charges were filed against him before the court by an 18-year-old girl, whom he allegedly molested at knife-point several times last year and sired a child by.
