Napolcom forms team to probe scams at PNP

The National Police Commission (Napolcom) has formed a special investigating team that would look into the alleged anomalies at the Philippine National Police, including the controversial purchase of secondhand helicopters that were passed off as brand new.

“The commission is at the forefront of its campaign for an improved police discipline and integrity,” said Napolcom vice chair and executive officer Eduardo Escueta.

He added that they are currently reviewing all policies and issuances to strengthen the systems and procedures in the procurement process undertaken by the PNP in the acquisition of all its logistical needs.

“This is to ensure that these are all in compliance with the provisions of the Government Procurement Reform Act (Republic Act No. 9184) and the policies of the commission with regard to specification standards,” Escueta said.

Apart from the controversial helicopters, the Napolcom official said the  investigating team would also probe the purchase of 75 units of rubber boats, and 93 outboard motor engines in March.

PNP chief Director General Raul Bacalzo had  confirmed that the engines were not compatible, but clarified that they were not defective since “the boats delivered by the dealers were only capable of handling 40 horsepower engines.”

Enviro-Aire, the dealer which bagged  the contract to deliver the engines, brought 60-horsepower engines  instead.

“It is imperative that an investigation be conducted and probable culpability should be determined and, if warranted, the filing of criminal, civil and administrative charges against all those PNP officers who are still in active service and those who will be determined to be involved in the alleged anomalies,” said Napolcom chair and Interior Secretary Jesse Robredo.
