MANILA, Philippines—The National Bureau of Investigation (NBI) on Friday filed criminal complaint against two security personnel on duty when former police Superintendent Cezar Mancao escaped from the bureau’s custody early morning Thursday.

Facing a case for violation of the Revised Penal Code particularly Infidelity in the Custody of Prisoners before the Manila Prosecutors Office are Pablo Remalante and Ibrahim Musa, both are already being held at the NBI detention center.

Aside from criminal case, NBI Director Nonnatus Rojas said the two will also be facing administrative charges.

On the other hand, with regards to Security and Management Division head Rodrigo Mapoy and several other security personnel, investigation is still ongoing, he said.

“Rod Mapoy and all others who will be found to be involved will be charged according to investigation results. We will let the course of the investigation determine who will be held accountable for the escape of Mr. Mancao from custody,” Rojas said in a text message.

“Up to what level the culpability will reach, we’ll let the facts and the evidence that may be gathered decide that,” he added.
