“This is in response to the commentary of Mr. Lloyd Suarez published at the Cebu Daily News (March 18, 2013 issue page 15). Police Regional Office 7 (PRO7) respects the columnist’s opinion and freedom of expression. “In fact, PCSUPT MARCELO P GARBO JR., PRO7 Regional Director immediately ordered PSSUPT MARIANO P NATUEL JR., CCPO City Director to conduct thorough and fair investigation against PO3 Cuyos. On the issue of Anthony Ong’s affidavit (complainant), it is imperative for PCSUPT GARBO to wait for the former’s formal complaint before the case to be resolved because PO3 Cuyos is also entitled for his constitutional rights and due process of law.
“Besides, the complaint allegedly lodged by Mr. Ong as cited by columnist Suarez of abused of authority and planting of evidence is not an ordinary accusation but a crime punishable by law. It is just proper that PCSUPT GARBO will be asking the alleged complainant a sworn statement or affidavit under oath to substantiate his allegations.
“Otherwise, are construed such accusation as a mere machination and libelous campaign to destroy the reputation of PRO7 leadership. PRO7 condemns any unlawful act or the unlawful act allegedly committed by PO3 Cuyos who is supposed to be the protector of the people. If the accusation is substantiated and the evidence warrant, PCSUPT GARBO assured the public to implement legal actions and appropriate sanctions shall be imposed against him.
“The Regional Director makes clear to all his policemen that there are no exceptions under the law. All people who commit criminal offenses shall be held liable. He reminded once again to render utmost public service. In law enforcement, it is important to observe what have been stated in the Police Operational Procedure Manual (PNP POP Manual).”
