MANILA, Philippines—Albay Governor Joey Salceda said Tuesday it may be a “first time in history of public governance” that a problem was announced to the public without a prepared solution in mind.
Energy Secretary Jericho Petilla earlier announced that the electricity in Albay may be cut off after the Albay Electric Cooperative failed to settle its unpaid obligations of about P4 billion.
“Bakit ka mag a-announce ng crisis na hindi mo pa naso-solve? Ano, ipapa-solve mo ba sa publiko [na] walang ka-muwang muwang kung anong gagawin dyan? (Why would you announce a crisis that you haven’t solved? Are you going to let the public solve it when they know nothing about it?) ” Salceda said.
