MANILA, Philippines — Senior Superintendent Rafael Santiago failed to submit his affidavit to Justice Secretary Leila De Lima.

He, together with the other police officers involved in the break-in at Batasan Complex, is now in a closed door meeting with De Lima.
Lawyer Vic Rodriguez said they would give the original election returns taken from Batasan Complex to the DoJ chief.

Rodriguez said they were having difficulty preparing the affidavit because they were moving from place to place.

“It is difficult for them and for us to do the affidavit because we keep on moving due to security concerns,” Rodriguez said.

He added that while the Witness Protection Program (WPP) did not allow the admission of members of the police and military, “considering the significance and importance of their statement and its impliclation to the electoral system, we are hoping that they will be considered.”
