Former Economic Planning Secretary Romulo Neri has refused to testify at the Sandiganbayan on the graft case filed against former President and Pampanga Rep. Gloria Macapagal-Arroyo  in connection with the aborted $329-million national broadband  network project deal with the China-based Zhing Xing Telecommunications Equipment Inc. in 2007.

Neri’s lawyer, Paul Lentejas, invoked his constitutional right to remain silent, saying his client could not be compelled to testify against his former boss because Neri himself was named a defendant in a separate graft case arising from the same deal.
