Plan to collect toll in Kennon won’t proceed

BAGUIO CITY—Kennon Road may not be included as a toll road component of the Tarlac-Pangasinan-La Union Expressway (TPLEx) after government engineers realized that its modernization would be too expensive if private investors are allowed to recover their expenses through toll.

Wayne Naban, chief of the Baguio-Bontoc-Kennon-Naguilian Toll Road Office, said teams from the Department of Public Works and Highways  and the National Economic and Development Authority reported that the reengineering and design proposed for the 107-year-old road would require a huge investment.

The agencies were asked to determine whether modernizing Kennon Road could be covered by public-private partnership arrangements, he said. Vincent Cabreza, Inquirer Northern Luzon
