As of 7 p.m., there were no reports of injuries or damage to properties as strong winds and heavy rains occurred for about 10 minutes.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration in its gale warning issued 5 p.m. Monday reported that strong gale wind would affect the seaboards in Central and Southern Luzon, and the Visayas area brought about by tropical storm Helen.
The Southern Leyte Electric cooperative (Soleco) said falling trees tripped power lines, causing the blackout.
The towns affected by the blackout remained without power as of 7 p.m., Monday, said Soleco, as its linemen were busy checking where the tripping occurred.
