“It was possibly meant to scare and not to hurt anyone since it took place very early in the morning,” Macapagal said.

He added that   the explosion  could be linked to land dispute cases handled by the government agency.

The grenade was thrown from the perimeter fence of the NHA compound from the

Maharlika Road side.

The damaged vehicles included  a red Toyota Lite Ace (PSI 303), a gray Nissan Navarra (XJT 333), a gray Toyota Innova (SKL 283), an owner-type jeep (ZDH 859), a gray Toyota Hi-Ace (RDC 423) and a gray Mitsubishi L-300 (TGU 595).

Tricyle drivers inside their terminal on Maharlika Road could have seen  who threw the explosive, the police official added.

Dave Quezon, head of the Buildings and Grounds Maintenance and Security Division, said the NHA has closed circuit television cameras (CTVs) only inside the compound and none along the perimeter fence.

It was a regular working day for NHA employees, but security was tight in the compound.
