Congress to investigate alleged anomalous LTO-Ampi contract—Casiño

MANILA, Philippines— Bayan Muna party-list Representative Teddy Casiño said on Tuesday that upon resumption of session, Congress will set a thorough investigation on the alleged anomaly behind the Land Transportation Office’s (LTO) contract with the Amalgamated Motors Philippines Inc. (AMPI), the country’s supplier of driver’s license.

In an interview with anchors Susan K, Den Macaranas and Captain Dylan Halili of “Good Morning Inquirer” on Radio Inquirer 990AM, Casiño said among the points to be investigated regarding the problem on the issuance of driver’s license will include AMPI’s contract with LTO that has allegedly stayed active since 1984 without undergoing the proper bidding process.

“Kasi wala akong alam na ganyang klaseng arrangement sa ibang ahensya . . . na halos hindi na re-rebid (Because I am not aware of such kind of arrangement with other government agencies, which almost requires no re-bidding process),” Casiño said, noting that LTO has been “frequently” tagged in similar controversies in the past.

While it is “highly usual” on its face, at the very least, Casiño said that it also expresses a possibility of an “irregularity.”

The investigation, he said, aims to ascertain whether there has been any violation of the law. If so, the practice has to be stopped and appropriate charges must be filed against the violators.

The House of Representatives session will resume in August, he said.
