CPDRC inmate escapes in Tuburan

An inmate from the Cebu provincial jail slipped away from his jail guard escorts on Sunday in Tuburan town, midnorth Cebu.

Johny Ylanan, who is facing drug charges,  asked to be excused to use the toilet in his grandmother’s house, prior to attending her funeral.

He didn’t return.

Capitol officials later found out that the  funeral was held a day earlier on Saturday.

Three guards have a lot of explaining to do after they escorted the inmate out of town based on a court order granting  Ylanan  visitor’s privilege to attend the funeral of his grandmother.

The order was issued on June 6   by Regional Trial Court Judge Ruben Altubar Branch 29  in Toledo City.

Jose Ma. Gastardo, Capitol consultant on jail matters, called the attention of the jail warden when he found out that the grandmother,   Narcisa Libongcogon, was buried last Saturday, June 9, and not on Sunday.

Gastardo said the jail guards  were  unaware that the burial was already  over as they were basing  the home visit  on the date stated in the court order.

“Hopefully we can  recover the inmate. I suppose he’s still in handcuffs,” said Gastardo.

Gastardo said the escorts will be sanctioned after an investigation into lapses in their custodial duties.

Gastardo appealed to  Yalana’s wife Maricel, who is a barangay secretary of barangay Sumon, to report to police if she knows the whereabouts of her husband.

A manhunt has been  ordered by the Cebu provincial police.

This is the second time this year that an inmate of the Cebu Provincial Detention and Rehabilitation Center (CPDRC)  escaped.

In Jan. 31, Kim Invento, who was charged with murder, escaped after attending a court hearing in Bogo City, northern Cebu.

Medellin police said Invento convinced his jail escort Felix Betasalo to allow him to visit his father in barangay Lamintak, Medellin town, also in northern Cebu.

On their way to barangay Lamintak, Betasalo and the inmate stopped in an eatery to drink softdriinks .

Betasalo took off his the cuffs on one of Invento’s hands.

The moment he did so, Invento ran to  a mangrove  area.
