New footbridge to replace ‘Mount Kamuning’ in December – DOTr

MANILA, Philippines — The construction of the new Kamuning footbridge in Quezon City designed to replace the one on Epifanio Delos Santos Avenue (Edsa) — often referred to as “Mount Kamuning” — is targeted for completion by December this year.
Dizon said this after he, along with Quezon City Mayor Joy Belmonte and Quezon City 3rd District Rep. Franz Pumaren, led the groundbreaking of the new footbridge and the rehabilitation of Edsa Busway Station in Quezon City on Thursday, August 14.

According to Dizon, the actual construction of the new Kamuning footbridge will start this Thursday.
“Ngayon, it’s time to have a dedicated entrance and exit into the busway station sa Kamuning,” Dizon said, noting that the footbridge will connect the Kamuning Busway station to the northbound and southbound sides of Edsa.
“So, the target is to finish both the footbridge and the station by December. That’s our promise,” he pointed out.
“As you know, the President [Ferdinand Marcos Jr.] himself said this, several months ago; he saw the very famous `Mount Kamuning,’ our tourist attraction here in Quezon City. He said, ‘That’s too bad, tear it down and let’s build a new one,” he added.
Meanwhile, Belmonte said the “Mount Kamuning” should be demolished, as it is not inclusive to everyone and becomes a burden to vulnerable sectors, such as senior citizens and persons with disabilities (PWDs).
“At the end of the day, that is not acceptable to us because it’s inconvenient, it’s uncomfortable, and it’s not inclusive. It leaves out any vulnerable sectors. And that is contrary to our vision of an inclusive mobility infrastructure program. So it has to be demolished,” Belmonte said.
The DOTr chief, meanwhile, assured the public that the construction of the new footbridge will only have minimal effects on the traffic flow, as it will be constructed at early hours of the day and is already prefabricated.
“We obviously won’t do that when there are a lot of vehicles,” he said.
‘Elevators, wheelchair lifters’
Dizon mentioned that the new footbridge will have a huge difference from the “Mount Kamuning,” emphasizing that it will be more accessible to the public.
The DOTr chief said the new footbridge will have two elevators and manlifts or wheelchair lifters to make it more accessible to everyone.
“It’s not steep anymore. As our designers said, it’s fully compliant with mobility and accessibility standards. It’s wide, not steep; the steps aren’t too high and there are elevators on both sides and wheelchair lifts in the middle, so it’s really very accessible,” said Dizon.

According to the DOTr, the total cost for the Kamuning footbridge, along with the Busway Station rehabilitation, is P89,129,402.57, “funded through the Republic of the Philippines Republic Act 11975, otherwise known as the General Appropriations Act Fiscal Year 2024 – EDSA Busway Project.”
This is the breakdown of the project given by the DOTr:
1. Station Rehab – P33,260,888.48
2. Footbridge with Elev and Manlifts – P53,958,542.95
3. Facilities for Engineers – P1,001,533.68
4. Construction Occupational Safety and Health – P488,049.30
5. Traffic Management Plan – P420,388.16
After the new footbridge is constructed and opened to the public, the “Mount Kamuning” will already be demolished, said the DOTr. /mr
