LUCENA CITY, Philippines – Bedlam broke out Monday morning at a public elementary school here when its principal tried to break the old practice of allowing parents to accompany their young children to their classrooms on the first day of school.

The principal’s new policy, which prevented the parents from going beyond the school gate, triggered chaos in front of the Dalahican Elementary School, in the coastal village of Dalahican here and prompted the intervention of the police, who were on routine patrol in the area as part of security measures for the school opening.
