MMDA: CCTV cameras with AI capabilities for NCAP
MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) plans to fully utilize closed circuit television (CCTV) cameras with artificial intelligence (AI) capabilities for the implementation of the No Contact Apprehension Policy (NCAP).
MMDA Traffic Enforcement Group Director III Atty. Victor Nuñez disclosed the matter at the Senate panel on public services’ hearing on Tuesday.
During the public inquiry, Sen. Raffy Tulfo — who was presiding over the hearing as panel chair — asked Nuñez if MMDA plans on utilizing more CCTV cameras for the implementation of NCAP.
“We’re in the process of putting up CCTVs with AI capabilities for a wider range because there are still areas with no CCTVs and yet to be monitored so that’s where we will augment the deployment of traffic enforcers,” Nuñez said in Filipino.
“That’s the beauty of NCAP because we want to lessen human intervention because we know it takes two to tango. There are some who are willing to offer, there are also those enforcers who want to accept. But with this NCAP, whoever the passenger is, we’ll avoid name dropping… with this NCAP, the only thing that will be received is a notice of violation,” he added.
This prompted Tulfo to confirm whether or not this means there would be retrenchment for traffic enforcers — which Nuñez, confirmed.
Nuñez, however, it may not happen immediately since there are only about 350 CCTVs being utilized for NCAP.
He said these are not enough to cover the entire circumferential and radial roads which are under the jurisdiction of MMDA.
Tulfo said traffic enforcers may still help manage the flow of traffic.
This was seconded by Nuñez, saying that traffic enforcers’ job could soon be limited to traffic management.
The NCAP was reimplemented by the MMDA on May 26 on several major thoroughfares in Metro Manila.
