The MMDA’s reimplementation of the NCAP comes after the Supreme Court lifted a temporary restraining order (TRO) against the agency’s enforcement of the program last Tuesday.
The lifting of the TRO was the result of an urgent motion lodged by the MMDA through the Office of the Solicitor General, citing traffic congestion along major thoroughfare and a need to protect road users.
