MANILA, Philippines — The operations of 15 buses were suspended by the Land Transportation Franchising and Regulatory Board (LTFRB) after the fatal Labor Day multi-vehicle crash along the Subic-Clark-Tarlac Expressway (SCTEX).
A police report said the crash occurred around 12:30 p.m. at the Tarlac Exit Toll Plaza in Tarlac City and involved a passenger bus, a trailer truck, and three sports utility vehicles (SUVs).
“In response to the tragic incident that occurred near the Tarlac Exit Toll Plaza, the LTFRB also issued a preventive suspension order, effective immediately, suspending the operations of 15 public utility buses under Case No. CO-EB-2025-04-058 for a period of 30 days,” the agency said in a statement on Friday.
The route of the affected units was from Cubao, Quezon City, to Lingayen, Pangasinan.
According to the LTFRB, the suspension order requires the bus operator to undergo a road safety seminar, drug testing for the suspended units’ drivers and conductors, and roadworthiness inspections.

Indemnity ordered
In the statement, LTFRB Chairperson Teofilo Guadiz III said he “instructed PAMI (Passenger Accident Management and Insurance Agency) to immediately address the needs of those involved in the road crash.”
“They should start identifying the dead bodies and indemnify the families, P400,000 for each deceased passenger,” he added.
The LTFRB detailed that P400,000 was the maximum insurance coverage for each bus passenger involved in an accident.
Meanwhile, pedestrians, occupants of other vehicles and other non-passengers would be given an aggregate amount of P200,000 to be divided among themselves.
According to the police report, the incident left 10 dead and 37 injured.
