CHR sounds alarm on Abra gun violence ahead of 2025 polls

The Commission on Human Rights (CHR) assured the public of its daily monitoring of the situation and investigation of possible human rights violations committed inside and outside the Kingdom of Jesus Christ (KJC) compound in Davao City.

MANILA, Philippines — The recent shooting incidents involving local officials in Abra province will  “directly affect the integrity of the democratic process” and “instill fear among citizens,” discouraging their participation in the 2025 midterm election, according to the Commission on Human Rights (CHR).

In a statement on Thursday, the commission raised concern and alarm over the shooting of Pidigan, Abra Vice Mayor Noel Bisares.

He survived an attack last September 12 inside a construction supply store.

Two other cases it cited were the shooting of former Dolores Sangguniang Bayan member Gregorio Castillo last September 1 and former Bañacao Barangay Chairman Marcelo Banayos on August 29. Both Castillo and Banayos survived the attack.

“These shooting incidents not only endanger the safety of individuals but also pose a serious threat to the community’s peace and order,” the CHR said.

“More importantly, they directly affect the integrity of the democratic process. With the upcoming 2025 midterm elections, the continuing violence may instill fear among citizens, discouraging their participation in the electoral process. Such a climate undermines the right to free and fair elections, which is a cornerstone of democracy,” it added.

If left unresolved, CHR pointed out that these cases “could foster a culture of impunity in the province, eroding trust in the justice system and public institutions.”

In line with this, the commission urged the government to implement enhanced security measures to safeguard the community and ensure that the environment in Abra “is conducive to the safe and peaceful exercise of voting rights.”

“Reforms are necessary to restore public confidence and protect the right of every citizen to participate in free and fair elections without fear or intimidation,” it added.

“The CHR strongly condemns these violent acts and calls for immediate action from the provincial authorities to resolve these cases. We urge the swift apprehension of the perpetrators and justice for the victims. It is crucial that such incidents are dealt with urgency to prevent further escalation,” it also said.
