The MMDA, however, said all affected roads became passable to all types of vehicles by 11 a.m.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration said Enteng slightly weakened as it crossed the mountainous regions of Cagayan Valley and the Cordillera Region.
But Enteng was also forecast to intensify again as it approached the West Philippine Sea.
