MANILA, Philippines — The Legislative-Executive Development Advisory Council (Ledac) has labeled 28 legislative measures as priority bills for passage by June 2025.
President Ferdinand Marcos Jr. heads the Ledac, a high-level advisory body that sets the legislative priorities of the government.
Representatives from the two chambers of Congress – Senate and House of Representatives – as well as Cabinet members are also part of Ledac.
The National Economic and Development Authority (Neda) said in a statement that 18 of the 28 priority bills were tagged “top priority” because eight of them are in the advanced stages of the legislative process.
The remaining 10 proposed measures were categorized as “second priority for passage.”

Below is the list of the 28 priority bills of the Marcos administration that Congress should pass by June 2025:

Neda said seven of these bills were introduced by the economic team, namely: Amendments to the Right-of-Way Act; Excise Tax on Single-Use Plastics; Rationalization of the Mining Fiscal Regime; Amendments to the EPIRA; CREATE MORE Act; The Department of Water Resources; and the VAT on Digital Services.
“The timely passage of these bills is critical in strengthening the country’s economic governance and ensuring that we are on track in implementing infrastructure flagship projects and maintaining fiscal sustainability,” Neda chief Arsenio Balisacan said.
Balisacan urged greater cooperation between the Executive and Legislative branches to develop consensus versions of the priority measures.
“We thank the leadership of both houses of Congress for their commitment to fast-track the passage of these important measures. These bills represent our concerted effort to shape the nation’s economic governance, foster growth, and ensure a prosperous future for all Filipinos,” he also said.
