The Multi-Sector Advisory Board (MSAB) held its first regular meeting on June 21, 2024, at ARESCOM, Tanza, Cavite.
During the meeting, the Reserve Command (RESCOM) of the Philippine Army, represented by LTC Victor A. Teleron GSC (ART) PA, delivered an extensive briefing on its recent accomplishments, strategic initiatives, and future plans, emphasizing RESCOM’s crucial role in national defense and socio-economic development.
Key achievements, strategic positioning
The RESCOM is responsible for the development, organization, training, and administration of reservists. It plays a crucial role in preparing a capable Reserve Force that supports the Armed Forces of the Philippines (AFP) in various capacities.
Under the strategic leadership of Major General Romulo A. Manuel Jr., the Reserve Command has made significant strides in achieving its mission.
LTC Teleron emphasized, “To accomplish the mission of reserve command under the leadership of Major General Romulo A. Manuel Jr. PA, the Reserve Command is strategically positioned across the country with 17 RCDG (Regional Community Defense Group) covering all regions along with 89 CDC (Community Defense Center) strategically distributed in each province. With CDC covering the whole Luzon area, and with newly activated 17 RCDG covering the MIMAROPA region.”
MGen. Romulo A. Manuel Jr. underscored the importance of these efforts, stating, “Lahat ng ginagawa ng Reserve Force ay mahalaga para sa kaligtasan at kaunlaran ng ating bansa.”
(Everything that the Reserve Force does is crucial for the safety and progress of our country.)
This strategic positioning ensures the presence of Army Reservists nationwide, providing essential support wherever needed.
RCPA-wide blood donation activity
A notable highlight from the advisory board meeting was the discussion of the RCPA-wide blood donation activity.
On March 9, 2024, the Reserve Command conducted its third blood donation activity, collecting more than 18,000 blood bags.

This initiative contributes to the country’s blood bank and supports soldiers and reservists in need of blood.
Museo ng Laang Kawal ng Pilipinas
Additionally, the conceptualization and operation of the “Museo ng Laang Kawal ng Pilipinas” was discussed. This museum will showcase artifacts and memorabilia from the Reserve Command.
Brian Poe-Llamanzares, the great-grandson of Fernando Poe Sr., expressed his support for the museum. He stated, “It turns out Fernando Poe Sr. was an Army Reserve 1st Lieutenant. He served during World War II and was part of the Death March. He reached the rank of Captain. Before he retired from military service. I’ll talk to my family and see what we can offer for the museum.”
This initiative aims to preserve and honor the rich history and contributions of the Reserve Force. Moreover, Llamanzares generously donated polo shirts and eyeglasses for the Reserve Command force, embodying the spirit of camaraderie and solidarity.
Issuance of Reservist ID
The long-standing issue of printing military IDs for reservists, which has persisted for four decades, is now being addressed.
In coordination with the Philippine Army Adjutant, RESCOM has acquired an ID printing machine, enabling the production of IDs for reservists.
MGen Romulo A. Manuel Jr. proudly presented a sample ID to Hon. Isidro T. Ungab, marking a significant step forward in administrative efficiency.
Future initiatives, partnerships
RESCOM will continue its strategic initiatives and closely partner with MSAB to achieve its command thrust. Future efforts will focus on enhancing training programs, improving organizational efficiency, and expanding community outreach initiatives to better prepare for both national defense and socio-economic contributions.
