Suspended Bamban Mayor Alice Guo

MANILA, Philippines — The Presidential Anti Organized Crime Commission (PAOCC) is set to file more charges against suspended Bamban Mayor Alice Guo, citing digital footprints and paper trails that are allegedly making her connection to illegal Philippine Offshore Gaming Operators (Pogos) “clearer.”

PAOCC spokesperson Winston Casio made the pronouncement just days after the agency filed a non bailable qualified human trafficking charge against Guo.

“It seems that this mayor’s connection to the two Pogos of Bamban and then Porac is becoming clearer. We see her digital footprint and then her paper trial footprint here in the two consecutive scam farms that we raided,” said Casio in a Bagong Pilipinas Ngayon briefing.

“So, since we have already charged her in Bamban, there is also a possibility that she will be charged in Porac or that more cases will be file against the mayor in Bamban,” he added.

Casio said documents obtained from the Philippine Amusement and Gaming Corporation (Pagcor) and documents regarding Baofu Land Development seem to prove that Guo was a “primary enabler” of illegal Pogos in Bamban and Poroc.

“Withe regard to some operations, her footprint is also evident. So our belief is getting stronger that both Porac and Bamban are two branches of the same criminal organization, and the mayor’s family is involved in both these scam farms,” he explained.

Furthermore, Casio said among the additional proof PAOCC discovered were Guo’s photos with a certain Cassandra Lee Ong—also considered to be a person of interest in the case.

Casio said Ong appeared in several of the two illegal Pogos’ documents and applications to Pagcor, and was also present during Guo’s mayoral campaign in 2022.

A complaint is then set to be filed against Ong, according to Casio.

Apart from Guo and Casio, Casio said PAOCC is also set to file charges against two foreign Pogo workers identified as kidnappers and torturers and 12 other foreign nationals connected to the illegal Pogo operations.
