Odoño, who was not wearing a crash helmet, suffered grave head injuries and died on the way to the hospital, the report said.

Wearing crash helmets for all riders of two-wheeled motorized vehicle is mandated under Republic Act No. 10054, otherwise known the “Motorcycle Helmet Act of 2009.”

However, despite the regularity of police checkpoints, motorcycle riders have been seen driving on the streets and national highway in the province without wearing crash helmets.
