Complaint filed vs police colonel using sex videos for blackmail
MANILA, Philippines — A police colonel using his recorded sexual encounters with a woman to blackmail her has also threatened her that he can make enforced disappearances happen, as in the case of a missing beauty queen.
“He is an influential person. He is an active police colonel of the PNP [Philippine National Police]. Moreso, he uses his official position to threaten the lives and safety [of my family] by bragging that he can make enforced disappearances,” read a complaint filed before the Office of the Ombudsman.
“Such intimidation produced intense fear in [the] complainant’s mind (i.e., fear for her life and safety as well of her family members).”
The complaint, filed on March 20, 2024, is for grave misconduct, grave immorality, notoriously undesirable status, physical or mental disorder, or disability due to immoral or vicious habits and conduct prejudicial to the best interest of the service.
The names of the police colonel and the complainants were given to the Office of the Ombudsman, but INQUIRER.net withheld the names of the parties involved due to the sensitivity of the case.

Article continues after this advertisementIn the complaint affidavit, the woman said she met the respondent when he sent her a friend request on Facebook in December 2020.
She said the police official provided her with emotional support, quoting Bible verses when advising her how to deal with her depression caused by personal problems until she consented to have a sexual encounter with him.
During their first sexual encounter, she discovered that he had taken a video using his mobile phone, refusing to delete it.

The sexual relationship continues, but the victim said it became against her will due to intimidation.
Colonel makes more sex videos
In the succeeding sex videos, she said the police official forced her to “perform sexual activity, and act and speak sensually…like a pornographic star.”
The woman said she was afraid of the police officer because, aside from threatening her to send their sex videos to her daughter and husband, he also showed her other sex videos of his encounters with other women, including non-uniformed personnel of the PNP.
The woman said the police colonel told her he had sent the video to the other woman’s husband for refusing to follow him and insisted on breaking up with him.

In 2023, after sexual encounters, the police official then started asking her for money, including P150,000, which was for his legal expenses in another sexual harassment case.
In January 2024, she asked him to pay off his debt. She also told him that she would break up with him.
That same month, a copy of the video was sent to her daughter and husband through Facebook Messenger.
The police official was already relieved of his post in July 2023 because of another sexual-related case.
