Bidders for overseas online voting system ineligible – Comelec

Comelec on ineligible bidders for online voting system

MANILA, Philippines — Two bidders for the online voting and counting system for overseas voting in the 2025 midterm elections were issued notices of ineligibility by the Commission on Elections (Comelec) on Wednesday.

They were Indra Soluciones Technologias de la Information, SLU and We Are IT Philippines, Inc.

According to the copy of notices sent by the Comelec to reporters, Indra Soluciones Technologias de la Information, SLU was ineligible to bid due to the following reasons:

FEATURED STORIES
  • Non-compliant net financial contracting capacity
  • Failure to submit credentials of a third party certifier and with the certification of the final version of its system
  • Incomplete change management plan
  • Incomplete submission of standard of audits
  • Non-compliant brochure for printers, particularly on the specifications – Auto volt switching
  • Failure to submit a demo unit version of the solution being offered in a CD or USB drive

Meanwhile, the We Are IT Philippines, Inc. was not qualified to bid for the following reasons:

  • Non-compliant statement of single largest completed contract as the submitted largest completed contract is not similar to the definition of the project being bid
  • Failure to submit proof that the bidder legally owns an internet or online voting system that can meet Comelec standards
  • Failure to submit a brochure, technical data sheet, and/or equivalent document as proof of compliance with the technical specifications for the printer
  • Incomplete statement of all on-going contracts

The Comelec first announced its planned implementation of internet voting for overseas Filipinos for the 2025 midterm elections last November.

This initiative is aimed at increasing voter turnout and making voting convenient for Filipinos abroad.
