MANILA, Philippines — Heavy rainfall warnings were raised in 14 provinces in Mindanao on Wednesday due to the low-pressure area (LPA) trough.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) hoisted the Red Rainfall Advisory in Agusan del Sur, Davao de Oro, and Davao Oriental. It warned affected residents that “serious flooding is expected in low-lying areas and landslides in mountainous areas.”
It also raised the Orange Rainfall Advisory over Davao City, Davao del Norte, and Surigao del Sur; and the Yellow Rainfall Advisory over the following provinces:
- Bukidnon
- Lanao del Norte
- Maguindanao del Norte
- Maguindanao del Sur
- North Cotabato
- Sarangani Province
- South Cotabato
- Sultan Kudarat
According to the state weather agency, a Red Rainfall Advisory is issued when precipitation in an area is anticipated to exceed 30 millimeters (mm) within one hour or if continuous showers over the past three hours have already reached more than 65 mm.

It also explained that an Orange Rainfall Warning is issued when observed rainfall ranges between 15 mm and 30 mm within one hour, and a Yellow Rainfall Advisory is raised when the expected rainfall amount ranges between 7.5 mm and 15 mm within one hour.

In an early morning Wednesday weather report, Pagasa expert Grace Casteñeda said the LPA outside the Philippine area of responsibility is unlikely to intensify into a cyclone.
A situational report released by the Department of Social Welfare and Development showed that 6,893 people in Davao Region and Caraga have been affected by the LPa’s trough as of Tuesday, January 30.
