COA gives an “unmodified opinion” to an institution when its auditor concludes all the financial statements are prepared in accordance with an applicable financial framework.

Mayor Belmonte from the start has initiated a clean, honest and zero corruption leadership. “The city’s third unqualified opinion from COA is just proof of our continuous honest management and being prudent in the use of peoples’ funds”, she said.
