MANILA, Philippines — The Philippine National Police (PNP) has expressed its support to the move of President Ferdinand “Bongbong” Marcos Jr. to grant amnesty to rebel groups in the country.

“These actions, which reflect the administration’s unwavering commitment to national reconciliation and unity, represent a significant step towards bringing individuals involved in insurgent or rebel groups back into the fold of the law,” the PNP said in a statement on Saturday.

In Proclamations 403 to 406 on Friday, Marcos granted amnesty to the members of the following insurgent groups who have committed crimes punishable under the Revised Penal Code and special penal laws in furtherance of their political beliefs:

  • Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade
  • Communist Party of the Philippines – New People’s Army – National Democratic Front
  • Moro Islamic Liberation Front
  • Moro National Liberation Front

According to the PNP, the amnesty initiatives prioritize public safety and will advance peace and stability in the country.

“We firmly believe that amnesty initiatives for former members of such groups, within the bounds of the legal framework, prioritize public safety and contribute significantly to fostering peace and stability in our nation. The extension of amnesty through established executive orders and proclamations underscores the administration’s dedication to upholding the rule of law while facilitating the peaceful reintegration of individuals into society,” it added.

Marcos also amended Executive Order No. 125, the order which creates the National Amnesty Commission, to reflect the above proclamations.

“The PNP remains steadfast in embracing the principles of unity and service, aligning our actions and initiatives to ensure the safety, welfare, and progress of all citizens,” the PNP added.
